hi,
This is true. If we all the learned citizens take part in voting we would bring a good government in future. Today's government is like this because the illiterate people who are fond of money cast thier votes to whomever gives a sum of money for that day, but they don't think of the future prices. If learned people start casting their votes they can claim for reforms in election procedure. There should be some qualification for becoming an MLA apart from the age.

Don't blame/under estimate illiterate people. They might not have theoretical knowledge but they are more clever in practical life compared to literate people. All the corruptions and illegal things are doing by literate people only.
